For the complete LCARS experience, you will need to have the following products installed on your Pocket PC:

Dashboard version 2.x (from SnoopSoft)
Wisbar Advance version 2.x (from Lakeridge Software)

Once installed, follow the instructions below.

Extract the contents of the desired skin file below to your hard drive, then copy the resulting folder to your device under
\Program Files\SnoopSoft\Dashboard\Skins
.

Dashboard_LCARS_TNG.zip

Dashboard_LCARS_Voyager.zip

Access the skin selector and select the skin you just installed.

Extract the contents of the desired skin file below to your hard drive, then copy the resulting folder to your device under
\Program Files\Lakeridge\Wisbar Advance\Themes
.

WisbarAdvance_LCARS_TNG.zip
WisbarAdvance_LCARS_Voyager.zip

Access the configuration menu and choose Configure My Theme.  Select the desired theme and tap OK.  Tap Configure My Button Order and Actions.  Now tap the Order tab.  Place the objects within in the following order:

Clock
Close
Notification
Connection
Volume

If there are additional objects available, you can ignore them as they are not used in this theme.  Tap OK.

For best results, I recommend that you disable "Show Running Task Icons."  Tap OK after doing this.  Tap OK to exit the configuration menu.

Extract the contents of the desired skin file below to your hard drive, then copy the resulting folder to your device.  You may place this folder anywhere you wish on your device as Windows Media Player will scan your entire device for skins.

MediaPlayer_LCARS_TNG.zip
MediaPlayer_LCARS_Voyager.zip

Open Windows Media and select Tools > Settings > Skin Chooser.  Scroll through the selections until you find the desired skin, then tap OK.

These files, coupled with a handful of settings changes, will complete the transformation of your Windows Mobile/Pocket PC device into a Starfleet PADD.

Extract the contents of the file below to your hard drive, then copy the contents of the Windows folder to the Windows folder on your device.  Be sure to include the Fonts folder.
